1. SAB AND BOARD MEETINGS IN FEBRUARY

SAB The Scientific Advisory Board of EFI met in Vienna on 13-14 February. The meeting was for the first time chaired by SAB’s new Chairman, Prof. Ted Farrell (Ireland). As of 1.1.2006, new members Michael Köhl (Germany) and Americo Carvalho Mendes (Portugal), joined the SAB, as the former Chairman Frits Mohren (Netherlands), and Jari Kuuluvainen (Finland) stepped down at the end of 2005. Among issues discussed at the SAB meeting were:

• the first steps of EFI as an international organisation: the new vision stating EFI’s basic function: (i) research (ii) networking (iii) advocating forest research and (iv) provider of information on forests at the pan-European level.
• the forthcoming mid-term review of the Project Centres. More detailed information on this will follow soon under separate cover. At large, the mid-term review process used last time in 2002/2003 will be followed again, with minor modifications. All other project centres will be reviewed this year, except the newcomer PHOENIX. The EFI Annual Conference in the Netherlands will be tried to be used maximally for interaction between Project Centres and the SAB.
• the SAB discussed the Strategy and ToR of the Project Centres but did not suggest changes to it.
• the SAB wishes to increase interaction with Project Centres. As a concrete step, the SAB will in spring 2007 meet at the CONFOREST homebase in Freiburg.

BOARD The Board met at the EFI Headquarters immediately after the SAB meeting on 16-18 February. A major part of the meeting was dedicated to discussion with the HQ staff on the values and vision of EFI.
The Board decided to establish an EFI Regional Office in Barcelona – more information on this will follow soon under separate cover. The Board also decided that an external review of EFI will be on the agenda of the next Board meeting.

2. COUNCIL MEETING IN JOENSUU

The Council – i.e. the representatives of the Countries which have ratified the Convention on EFI – will meet at Joensuu headquarters on 22 March. On its agenda are some administrative issues, such as adopting the financial rules of EFI, and more strategic ones, such as the future perspectives of EFI. In general the Council only meets once in three years, and this March meeting is in fact continuation of the meeting that started in Helsinki on 4 September.

3. MEETING CALENDAR FOR KERKRADE, NETHERLANDS

The calendar of meetings in connection with the EFI Annual Conference in Kerkrade, Netherlands, will be as follows (and more information will follow soon):

1. REUNIONS DU COMITE SCIENTIFIQUE CONSULTATIF ET DU CONSEIL D’ADMINISTRATION EN FEVRIER

COMITE SCIENTIFIQUE CONSULTATIF
Le Comité Scientifique Consultatif de l’EFI s’est réuni à Vienne le 13-14 Février. La réunion a été présidée pour la première fois par le nouveau président du CSC, Prof. Ted Farrell (Ireland). Le 1.1.2006 de nouveaux membres ont rejoind le CSC, Michael Köhl (Allemagne) et Américo Carvalho Mendes (Portugal), l’ancien président Frits Mohren (Hollande) et Jari Kuuluvainen (Finlande) ont quittél’instance fin 2005. Les sujets de la réunion CSC ont été les suivants :

• les premiers pas de l’EFI en tant qu’organisation internationalle : la nouvelle vision définissant les fondamentaux de l’EFI : (i) recherche (ii) réseautage (iii) défense de la recherche forestière en europe (iv) fournir de l’information forestière au niveau Paneuropéen.
• la prochaine évaluation intermédiaire des Projet Régionaux. Le procèdé de révision intermédiaire qui a été utilisé la dernière fois, en 2002/2003, sera ré-utilisé, avec quelques modifications. A l’exception du nouveau projet PHOENIX, tous les autres projets régionaux seront évalués cette année. La conférence Annuelle de l’EFI en Hollande sera utilisée au maximum pour l’interaction entre les Centres Régionaux et le CSC.
• le CSC a discuté la Stratégie ToR des Projet régionaux, mais n’a pas apporté de de changements à celle en cours.
• le CSC a l’intention d’augmenter l’interaction avec les Projets Régionaux. La première mesure concrètte se traduira par un visite du CSC au siège de CONFOREST à Freiburg au printemps 2007.

BUREAU
Le Bureau s’est réuni au siege de l’EFI après la réunion du CSC, le 16-18 Février. La plupart de la réunion a été dédiée à la discussion avec l’équipe du siège sur les valeurs et visions de l’EFI.
Le Bureau a décidé d’établir un Office Régional de l’EFI à Barcelonne – plus d’informations bientôt. Le Bureau a aussi décidé qu’un audit externe de l’EFI sera à l’ordre du jour de la prochaine réunion du Bureau.

2. REUNION DU CONSEIL A JOENSUU

Le Conseil – i.e. les représentants des Pays qui ont ratifié la convention avec l’EFI – se réuniront dans le siège de l’EFI à Joensuu le 22 mars. Dans l’ordre du jour il y a des questions administratives, comme l’adoption des règles financières de l’EFI, a d’autres plus stratégiques, comme les futures perspectives de l’EFI. En générale le Conseil ne se réunit qu’une fois tous les trois ans, et cette réunion de mars fait suite de la réunion constitutive du nouvel EFI à Helsinki le 4 septembre 2005.

3. CALENDRIER DE LA REUNION DE KERKRADE, HOLLANDE

Le calendrier des réunions en liaison avec la Conférence Annuel de l’EFI à Kerkrade, Hollande, sera le suivant (bientôt il y aura plus d’information) :

1. REUNIÕES DO COMITÉ CIENTIFICO TÉCNICO E DO CONSELHO DE ADMINISTRAÇÃO EM FEVEREIRO

COMITÉ CIENTIFICO CONSULTIVO O Comité Cientifico Consultivo do EFI reuniu-se em Viena nos dias 13-14 de Fevereiro. Esta reunião foi pela primeira vez presidida pelo novo Presidente do CCC, Prof. Ted Farrell (Irlanda). A partir do dia 1.1.2006 novos membros fazem parte do CCC, Michael Köhl (Alemanha) e Américo Mendes (Portugal), e os antigos membros, o Presidente Frits Mohren (Holanda) e Jari Kuuluvainen (Finlândia) abandonaram o Comité no final de 2005. Os seguintes assuntos foram discutidos na reunião do CCC, entre outros:

• os primeiros passos do EFI como uma organização internacional: a nova visão estabelecendo a função básica: (i) investigação (ii) trabalho em rede (iii) defesa da investigação florestal e (iv) fornecer informações sobre as florestas ao nível Pan-europeu.
• a revisão intermediaria dos Projectos Regionais. Dentro em breve haverá mais informação detalhada. Resumindo, o processo de revisão intermediário utilizado da ultima vez em 2002-2003 será novamente seguido, com pequenas modificações. A excepção do novo projecto PHOENIX, todos os outros projectos serão revistos. A Conferência Anuam do EFI na Holanda será a ocasião para uma tentativa de interacção entre os Projectos Regionais e o CCC.
• o CCC discutiu a estratégia e ToR dos Projectos Regionais, mas não sugeriu qualquer mudança.
• o CCC deseja aumentar a interacção com os Projectos Regionais. Como uma medida concreta o CCC visitará na Primavera de 2007 a sede de CONFOREST em Freiburg.

CONSELHO DE ADMINISTRAÇÃO O Conselho de Administração reuniu-se na sede do EFI depois da reunião do CCC, nos dias 16-18 de Fevereiro. A maior parte da reunião foi dedicada à discussão com a equipa da sede sobre os valores e a visão do EFI.
O Conselho de Administração decidiu estabelecer uma filial regional do EFI em Barcelona – brevemente haverá mais informação sobre este assunto. O Conselho de Administração decidiu que será agenda para a próxima reunião uma possível analise externa do EFI.

2. REUNIÃO DO CONSELHO A JOENSUU

O Conselho – i.e. os representantes dos Países que rectificaram a Convenção com o EFI – reunir-se-à na sua sede em Joensuu dia 22 de Março. Na agenda estão algumas questões administravas, como a adopção das regras financeiros do EFI, e outras questões mais estratégicas, como as futuras perspectivas do EFI. Em geral o Conselho apenas se reúne três vezes por ano, e esta reunião de Março é a continuação da reunião que começou em Helsinki dia 4 de Setembro.

O calendário das reuniões relacionadas com a Conferência Anual do EFI em Kerkrade, Holanda, será o seguinte (haverá mais informação dentro em breve):

1.REUNIONES DEL COMITÉ CIENTÍFICO CONSUTATIVO Y DEL CONSEJO DE ADMINISTRACIÓN EN FEBRERO

COMITÉ CIENTÍFICO CONSULTATIVO El Comité Científico Consultativo del EFI se reunió en Viena el 13 y 14 de febrero. La reunión fue presidida por la primera vez por el presidente del CSC, el profesor Ted Farrell (Irlanda). El 1 de enero del 2006 nuevos miembros se anexionaron al CSC, Michael köhl (Alemania) y Américo Carvalho Mendes (Portugal). El antiguo presidente Frits Mohren (Holanda) y Jarikuuluvainen (Finlandia) quitaron la instancia a finales del 2005. Los sujetos de la reunión fueron los siguientes:

• Los primeros pasos del EFI como organización internacional: La nueva perpestiva de define los principios del EFI:(i)Investigacion (ii)El tejido (iii)Defesa de la investigación forestal en Europa (iv) Llevar la información forestal a nivel Paneuropeo.
• La próxima evaluación intermedia de los proyectos regionales. Le procedimiento de revisión intermedio que fue utilizado la última vez en 2002/2003, será rehutilizado con algunas modificaciones. A excepción del proyecto PHOENIX, todos los otros proyectos regionales serán evaluados este año. La conferencia anual del EFI en Holanda se aprovechará al máximo para la interacción entre los centros regionales y el CSC.
• El CSC debatió la estrategia ToR de los proyectos regionales, pero no aportó cambios a la que estaba en curso.
• El CSC intenta aumentar la interacción mediante los proyectos regionales. La primera medida concreta se traducirá por una visita del CSC al seno de CONFOREST en Freiburf en primavera del 2007

EL PLENO (LE BUREAU) El Pleno, se reunió en el seno del EFI después de las citas del CSC, el 16 y 18 de febrero. El Pleno estuvoen su mayor parte debatiendo con el equipo del seno del EFI sobre los valores y las perpestivas del EFI;
El Pleno estableció una Sala de Plenos Regionales del EFI a Barcelona – pronto más información. El Pleno se ocupó también de la audición externa del EFI, enunciado que estará en el orden del día en su próxima reunión.

2.REUNION DEL CONSEJO A JOESUU

El Consejo – i.e. Los representantes de los países que han ratificado la convención con el EFI – se reunirán en el seno del EFI a Joensuu el 22 de marzo. En el orden del día habrá tres cuestiones administrativas, como la adopción de reglas financieras del EFI, y otras cuestiones más complejas como las perpestivas futuras del EFI. En general el Consejo no se reune que una vez cada tres años, y esta reunión de marzo se hace justo después de la constitución del nuevo EFI en Helsinki el 4 de septiembre del 2005.

3.CALENDARIO DE LA REUNION DE KERKRADE, HOLANDA.

El calendario de reuniones en relación con la Conferencia annual del EFI en Kerkrade, Holanda, será el siguiente:
11(por la tarde) – 13 septiembre : Reunión del Comité Científico Consultativo,12-13 Reunión del Pleno. Se organizarán reuniones paralelas entre los proyectos regionales y los gestionaios de los programas, y también con los miembros de los equipos de la evaluación intermedia.
