This is the first assessment prepared by the Global Forest Expert Panel on Adaptation of Forest to Climate Change. This document deals with:

  • Interrelations among forest ecosystems,
  • the services they provide and climate change
  • The past and future impacts of climat

It contains 8 chapters with the following thematic:
1.Forest ecosystems services.
2.Forest responses and vulnerabilities to recent climate change.
3.Future environmental impacts and vulnerabilities.
4.Future socio-economic impacts and vulnerabilities.
5.Current adaptation measures and policies.
6.Management for adaptation.
7.Governance and policies for adaptation.
8.Main conclusions and the way forward.
Some of the main outputs covered in the document are summarize in the following paragraphs:
Factors affected by climate change during the last 50 years included tree growth, tree dieback, insect outbreaks, species distribution and the seasonality of ecosystem processes. These and other processes can be influenced simultaneously by a complex array of factors that includes several dimensions of climate as drought, temperature, wind, … As an example, at mid-latitude and high latitude temperate forest, higher temperature are lengthening the growing season. But this process is also affecting the biotic disturbance, increasing both the physiological activity and the demographic potential of different species.
Productivity is likely to increase in temperate forest closest to the poles and to decrease in temperate forests bordering the subtropics, but increasingly prevalent storms could cause major disturbances.
Biodiversity will be also affected, as average between of 20 and 30 percent of the vascular plants and animals are expected to have a high risk of extinction with an increment of the average temperature of 2-3 ºC.
These changes will also affect the markets of timber. Regions like North America, Europe, Australia and New Zealand, will be particularly susceptible.
The choice of adaptation measures will be determined by changes occurring in the forest, management objectives, management history and other factors. A critical aspect of any adaptation framework will be to ensure that local managers have sufficient flexibility to choose the most appropriate suite of management measures for the conditions.
At all scenarios and forest types studied, it is very likely that the frequency and intensity of storms, fire, insect attack and disease will change. The mitigation of undesirable impacts will require extensive communication network and monitoring schemes at the regional and national levels, as well as specific management practices at the local level, as controlled burning and sanitary cuts.
It is necessary to apply adaptive co-management, where the importance of the stakeholder cooperation is recognized, aiming to a continuous improvement of the policies and practices by the monitoring and learning of the operational programs.
For effective adaptation, policies and regulations must be sufficiently flexible to facilitate adaptive co-management, and there needs to be a recognition that mistakes will be done.
Even that many current forest management practices can facilitate the adaptation of forest to climate change they may be insufficient because they were developed under a climate that might be substantially different from the future climate.

Este documento es el primer informe preparado por parte del Panel Internacional de Expertos sobre Adaptación de los Bosques al Cambio Climático de la IUFRO. Esta comunicación versa principalmente sobre los siguientes aspectos:

    • Interacciones entre los ecosistemas forestales,
    • los servicios que estos proporcionan y el cambio climático

 

  • Los impactos pasados y futuros

 

que ha generado el cambio climático en los ecosistemas forestales y las poblaciones que dependen de ellos. Opciones sobre la gestión y la política para la adaptación al cambio climático. El informe consta de un total de 8 capítulos con la siguiente temática:
1.Servicios de los ecosistemas forestales.
2.Respuestas y peligrosos de los bosques con respecto a episodios recientes del cambio climático.
3.Futuros impactos y peligros para el medio ambiente
4.Futuros impactos y peligros para el sistema socio-económico.
5.Acciones y políticas actuales sobre la adaptación.
6.Gestión para la adaptación.
7.Gobierno y políticas para la adaptación.
8.Principales conclusiones y el camino a seguir.
En los siguientes parágrafos se incluyen algunas de las principales ideas de este documento: Durante los últimos 50 años, algunos factores afectados por el cambio climático incluyen el crecimiento de árboles, mortalidad de árboles, infestaciones, distribución de especies y la época de algunos de los procesos de los ecosistemas. Estos y otros procesos pueden ser influidos de manera simultánea por un grupo de diversos factores de tipo climático como son sequías, temperatura, vientos … a modo de ejemplo, los bosques templados situados en latitudes medias y altas ha visto alargado el periodo de actividad vegetativa, gracias al incremento de las temperaturas. Pero este incremento, también ha afectado a la aparición y frecuencia de perturbaciones de origen biótico, tanto en lo que respecta a su actividad fisiológica como en su demografía. Parece que existirá un incremento de la productividad de los bosques templados cercanos a los polos, y un descenso de los más próximos a las áreas subtropicales, pero en todos ellos habrá un mayor papel de tormentas y vendavales como modelador de los ecosistemas. La biodiversidad también se verá afectada, de media se estima que entre el 20 y el 30 por ciento de las plantas vasculares y animales, va a tener un alto riesgo de extinción, si existe un incremento medio de las temperaturas medias entre 2 y 3 ºC. Estos cambios también afectarán a los mercados de la madera. Regiones como América del Norte, Europa, Australia y Nueva Zelanda, serán especialmente sensibles a este aspecto. La elección de las medidas de adaptación, vendrá determinada por los cambios que ocurran en los bosques, los objetivos de gestión, gestión pasada y otros factores. Un elemento crítico de cualquier marco para la adaptación debe poder asegurar, que los gestores tengan la suficiente flexibilidad para elegir entre las acciones más adecuadas a la gestión. Para todos los escenarios y tipos de bosques analizados, parece muy probable que la frecuencia e intensidad de tormentas, incendios, ataques de insectos y enfermedades van a sufrir modificaciones. Para poder reducir los impactos no deseados de estos cambios, será necesario incrementar las redes de comunicación y los esquemas de seguimiento tanto a nivel nacional, como regional. Es necesario una gestión adaptativa, donde se reconozca la importancia de los propietarios, para conseguir un proceso continuo de mejora de las políticas y prácticas, mediante el seguimiento y aprendizaje de los planes de gestión. Para una correcta adaptación, las políticas y regulaciones deben de ser lo suficientemente flexibles, para facilitar la gestión adaptativa. También se debe prever la posibilidad de cometer errores durante este proceso. A pesar que muchas prácticas de la gestión forestal actual pueden ayudar a la adaptación de los bosques al cambio climático. Estas podrían no ser suficientes, ya que fueron pensadas para una situación climática suficientemente diferente del clima futuro esperado.
